Separate Google impressions, citations and visits. Build one decision report without adding metrics that describe different things.
Begin with the question, not the winning tool
Search Console and Clarity are not two counters for the same event. Decide whether you need to assess Google exposure, citations in supported AI experiences or subsequent visits. Budget decisions also require business outcomes. This comparison concerns data scope and reporting design rather than repeating each dashboard’s operating instructions.
Search Console describes its Google scope
Google’s generative AI Search report documents link impressions in AI Overviews and AI Mode. It is neither a register of every AI answer online nor a complete customer journey. Insufficient impressions can be one reason the report is absent. Missing information is different from a confirmed zero result.
Clarity covers a different citation scope
Microsoft defines page citations across supported AI experiences and reports referral traffic separately. One answer can contain several citations. Share of Authority relates to a specified query and citation set, not the entire market. Grounding queries are not automatically a complete transcript of users’ original prompts.
Create a dictionary instead of a total
For each metric, record source, unit, scope, dates, filters and owner. Google impressions, Clarity citations, sessions and qualified contacts can sit side by side. Do not sum them as total AI reach or divide one system’s sessions by another’s citations. A shared, verified user population is missing.
Align pages and analytical purpose
Map redirected URLs, languages and content roles. Match periods, check time zones and available filters, but retain the original metric names. Separate brand and category questions where supported. A guide and a service page can have different jobs even when both appear in AI-generated answers.
Treat discrepancies as diagnostic questions
A page may show rising Google impressions and stable Clarity citations. That does not prove either dashboard is wrong. Check experience coverage, dates, filters and aggregation before editing content. If both grow without enquiries, investigate the route to the offer. The pattern still does not prove a particular citation caused a sale.
Finish with an action and a limitation
Attach a page, problem, owner and review date to each conclusion. The next action may be clearer offer conditions or a better contact path. Verify sales in the appropriate record rather than citation counts. Preserve missing-data notes. A useful report supports decisions without pretending to cover the whole AI market.

No. Their scopes and units differ. They can complement each other when the data remains clearly separated.
