Opening day is getting closer, but the booking pipeline is not growing at the same pace. The website is still being designed, photography depends on construction progress and the campaign plan comes down to one question: how much should we spend on advertising? It is easy to confuse a media budget with the cost of the entire pre-opening process. Advertising is only one part of preparing a hotel for sale.
A hotel's pre-opening marketing budget should follow its product, operational readiness and sales objective. There is no honest universal price for a small independent property, a large resort and a hotel joining an international brand. There is, however, a useful way to define the work and obtain a quotation an investor can assess.
Start with what the hotel needs to sell
Before discussing campaign costs, establish the rooms genuinely available at launch, the stay dates, target segments and offer contents. Bedrooms may open before the spa, food service may be limited or only part of the property may be ready. These decisions determine what marketing can credibly promise.
Selling couples' weekends is different from attracting corporate groups or family stays. Groups need sales documents, commercial terms and enquiry handling. Individual guests need a reliable online booking journey. Do not divide spending equally between channels before deciding which sales each channel should support.
Separate preparation, launch and ongoing sales support
Preparation covers the work needed to explain the product: positioning, offer structure, copy, identity, website and sales materials. It also includes coordination with the reservation provider and agreement on the information required before publication.
Launch covers accounts, measurement, campaigns, landing pages and testing. Ongoing support includes updates, optimisation, additional materials and booking analysis. Media spend paid to platforms is a separate item. A quotation should distinguish these elements so a monthly fee does not conceal missing setup work.
Account for suppliers outside the agency too: booking technology, hosting, photography, films, translations, print and licences. Not everything has to be produced in week one. It must still be clear who provides each item and which budget pays for it.
What affects a hotel pre-opening quotation?
- Project stage: an established offer and brand, or foundations that still need creating.
- Product breadth: accommodation alone, or spa, meetings, dining, packages and vouchers.
- Markets and languages: the number of versions, translation quality and handling international enquiries.
- Materials: current photography, clearly labelled visualisations, approved descriptions and usage rights.
- Technology: systems, integrations and the scope of booking tests.
- Responsibility: delivering an agreed plan, or also developing and coordinating that plan.
Compare more than monthly prices. Ask for deliverables: named pages, assets, configurations, tests and approval dates. Two proposals both called hotel marketing can contain very different amounts of work.
Connect spending with booking economics
Consider revenue from stays, the cost of delivering them and the cost of acquiring sales. Revenue attributed to a campaign does not establish profitability. A package may look attractive in a report while its included benefits absorb a substantial share of the income.
A calculation example only, with all figures net: 100 room nights at PLN 500 produce PLN 50,000 revenue. An assumed variable cost of PLN 180 per room night leaves PLN 32,000 before marketing and fixed costs. Deducting PLN 10,000 advertising spend leaves PLN 22,000 before other costs. This is not hotel profit, a forecast or a recommended budget. The example shows why booking value alone is an incomplete measure.
Track cancellations, refunds, payment charges, commissions and sales setup costs separately. Advance payments are not the same as revenue from completed stays. Agree the accounting treatment with those responsible for the hotel's finances.
Release spending when readiness conditions are met
A useful schedule contains decision gates. First approve the product and copy. Then test the website, inventory, booking terms, contact routes and confirmations. Increase acquisition spending after those checks. This helps avoid running advertisements for an offer the team cannot yet handle.
Allow for changes as the property develops. Photography may need another session, the facilities available may change and an opening delay may require different communication. Give the reserve a defined purpose and an approver. It should not be an unexplained addition to an invoice.
Prepare for the first weeks, not just opening day
Plan answers to guest questions, accurate arrival information, facility updates and a way to capture reception feedback. Early guests quickly reveal unclear promises. Their questions need to reach marketing rather than staying inside reception conversations.
Decide what changes when the first allocation sells. It may be price, package availability, audience or the next stage of the offer. Ongoing support needs a routine for decisions rather than a contract defined only by the number of posts.
How we approach this at MB Digital Marketing
Before discussing advertisements, explore how we think about product and sales preparation. The Spark by Hilton Pobierowo case study (PL) provides pre-opening context. The Arka Medical SPA project (PL) offers another reference for the website's role in a guest's decision.
These are starting points for a scope discussion, not price lists for your property. A new project requires its own assessment of product, materials, technology, team responsibilities and deadlines. One hotel's results should not become another hotel's forecast.
Run a budget meeting that can lead to a real decision
Start with available room nights, the initial offer and the missing sales components rather than a channel presentation. For every expense, ask which output you are buying, when it is needed and what must happen first. If website work is waiting for package decisions, more design hours may not be the immediate priority. The product needs approval first.
Separate one-off payments, subscriptions and spending that changes with campaign scale. Include payment dates, not only totals. A hotel may have enough funding overall yet struggle when photography, technology and production invoices fall in the same week. Finance needs this sequence before contracts are signed.
Review a reduced-scope version too: what must work in every scenario, what can follow later and what removing it means. Reducing scope is not consequence-free. Omitting a language for an important market or leaving group sales unprepared limits opportunities. Record that instead of expecting the same result after removing part of the work.
Finally, agree who may reallocate funds and what evidence they need. Weekly discussions should cover readiness, spending and next decisions. If campaigns have not started because inventory remains unapproved, reporting should explain it. Spending quickly is not evidence of a well-prepared opening.
What to send for a meaningful quotation
Share the location, intended opening date and phase, room count, facilities available at launch, guest segments and existing materials. Include brand status, website, booking system, sales team and language markets. Identify unresolved decisions; clarifying them can form part of the initial phase.

Investor questions about pre-opening budgets
Can a small hotel start with a smaller scope?
Yes, when the scope matches the actual product. A coherent offer and reliable booking journey are more useful than numerous unsupported channels. Set priorities before pricing the work.
Is media spend included in the agency fee?
The proposal should state this explicitly. Compare media, management, production and technology separately, including who invoices each cost.
When should we discuss working together?
When the product and opening direction can be described, even if some information remains provisional. Email marcel@mb-dm.pl with the investment and its current stage.
